bbs02 shaft too small for bottom bracket

ran into an issue while trying to install - the bottom bracket is too large for the bbs02 shaft. the stock bottom bracket has two concave wedges (black rings on bottom bracket) on both ends where the ball bearings sat.

i would use reuse the stock ball bearings but theyre too small in diameter to allow the bbs02 shaft through

i tried getting both a PF30 and a bb30 to bsa adapter and they are both too thick to fit into the bottom bracket due to the wedges.

i tried hammering out the black rings on both ends of the bottom bracket but they seem pretty tight.

is there a different adapter or alternate way to get the bbs02 to fit?

I brightened up your first picture and it looks to me that you have an "Ashtabula" bottom bracket:

If this is Ashtabula, for this frame you'll need to pound out the existing cups, then find an (preferably eccentric) Ashtabula to BSA adapter, like this currently out of stock one from Luna:
