Can I reduce the output of a 56V battery to run a 24V hub motor?

I have Luna Dolphin 56V packs. What device would reduce the output to 24V to run an inherited hub motor? What problems might I run into?

It's not easy to reconfigure a pack for lower voltage. And not practical to electronically drop DC voltage at high currents. But you could run a controller set to use pack voltage, with current set to what the motor can tolerate. The motor cares more about current, than voltage.

So, the device to do this is a higher voltage motor controller.
