Bike Kit for 15 Year Old

My 15 year old wants to build an electric bike but we're a little overwhelmed with everything out there. What would be a good first kit (reasonably priced) for him?

Does he have a donor bike? If yes that determine somewhat the direction of the build. Other wise what kind of bike does he want?

He doesn't want to use his regular bike so I'll need to get a bike as well. He's pretty conservative so nothing too flashy. It's probably going to come down more to price.

A 15 year old doesn't really need an e bike. He has more energy than the battery pack can supply.
