I’m looking for advice to use two high torque hub motors on fat tire 26” wheels (would that be a geared hub) to slowly (walking speed) power a kayak cart up step terrain. I believe I would need to pair them with two controllers and One throttle. Any advise on the recommended parts would be appreciated.

I don't think you need two motors.
Questions:
* what is the total weight of the cart and it's load?
* how fast do you want it to go up what grade?
* how many wheels (total) are there on the cart?
If it is a three or four wheel cart; something like this: https://www.amazon.com/electric-moto.../dp/B074S2HQS7 would work better. You can get rid of the freewheel so that the cart will not coast, and change the sprockets - or even go to double reduction for more torque and lower speed.

Zelena Vozila can sell you hub motors with a 50mm stator height and a custom winding that makes for a very torquey (very low maximum speed) motor.
If I were to build this towing rig, I would use two independent throttles in two completely independent systems. Both RH and LH throttles are readily available. That way, you would have dual redundant systems for increased reliability.Last edited by commuter ebikes; 08-21-2018, 05:55 PM.

What sort of budget?
Motors in general don't like to run at much less than half their rate speed continuously. Thus for hub motors; as noted above, you are looking at custom windings.
I suggest constructing your kayak cart with a locked rear axle (both wheels rotating exactly the same rate - like a spool in a motor vehicle ( http://www.fourwheeler.com/features/...diff-vs-spool/ )) so that it tends to go straight, and you don't end up with one wheel spinning.
