Throttle not working

What could cause a throttle to not work, replaced the throttle and controller and it still won't work. No error code and peddle assist works.

Is the throttle identical to what was on there before?Throttles have a voltage range and if the low volts are to high the controller won’t turn on,but it could be something else.
