Hailong 48v battery only charging to 48v

I bought a used ebike off of a guy that has a bbshd, and a Hialong 48v 13.5 amp hour battery. I mostly bought the bike to rob the motor off of it. And using the batteries I'm finding I get about five miles before they are dead. Little LED bar on the batteries were show for bars still. I charged the battery up overnight and trade the other battery. It did the same thing and so I charged it for 24 hours as well. What's interesting is they both charged to 48.1 volts. Would you guys think this is a charger problem or a battery problem? I'm not sure the brand of the charger but it appears very cheap

    Thoughts?

I'd recommend checking the output of the charger. It should be 54.6 volts D.C. for a 48 volt nominal Li-Ion battery and go from there. Note: some chargers need a battery connected to operate.
