I’m considering a long-distance ride next summer in Europe and am caught in that grey area between an e-bike or e-motorcycle. The Sur Ron X (with pedals) looks good, but then I might run into legal problems... or will I? I currently live in CA and want something that won’t get me in trouble with the law wherever I ride, but also has a good top speed (~45mph) and excellent range. I’m also considering an e-bike with such capabilities that could accommodate panniers that might also help hide the e-worx. Any suggestions?

Not sure about the true legality of either , but after watching many youtube videos from California, like Dillon Thomson or LAESK8 , looks like an Onyx RCR is a better road bike with speeds like 45+ continuous very doable , whereas the Sur Ron is a sprinter , made for off road , very likely to get questioned on the road -
